The first problem is flood waters entering into the home or building.

The third problem is that many California and Arizona homes are built on hillsides, or at the bottom of hills, or with the landscaping grade going downward toward the house, rather than away from the house, which enables excessive rainfall to enter into concrete floor slabs, basements, and crawl spaces, causing water to wick upward into floors and walls above.
Hillside and bottom-of-the-hill crawl spaces in California are especially vulnerable to water intrusion and resulting mold growth therein that can grow upwards into the floors and walls resting on the crawl space. In addition, aerodynamic, super light airborne mold spores from the crawl space mold can travel in the air to cross-contaminate the rest of the house by entering open windows and doors, plus the fresh air intake of heating/cooling systems.
Fourth, high rainfall translates into high indoor humidity. If the humidity level indoor exceeds 70%, such high humidity alone can drive significant mold growth on building materials and contents such as furniture, carpeting, and clothes.
